基本情况：
华北国家计量测试中心（以下简称中心）是国家质量监督检验检疫总局授权的法定计量检定机构，挂靠在北京市质量技术监督局。中心主任由北京市质量技术监督局局长郭浚清同志担任。中心设办公室，办公室主任现由马治华担任（正处级）。中心的技术依托是北京市计量科学研究所和北京市计量测试所。中心主要任务是：建立和维护华北大区级计量、标准；开展检定、校准和检测，量值传递，量值比对和工程测试工作；开展科研开发、技术培训、技术咨询、技术交流和技术协调工作；完成国家局下达的其他任务。中心拥有大区级的计量标准82项，可开展检定、校准和检测项目300余种，年工作量约120000台件。拥有职工228人，其中技术人员185人，高级职称44人，中级职称82人。固定资产总额3445万元。
根据国家局决定和1989年北京市机构编制委员会办公室关于“批准成立华北国家计量测试中心[（1989）京编事安第181号]”文件精神，中心由北京市质量技术监督局代管，经费由国家局和北京局支持。中心于1992年正式成立。
中心成立后，积极组织了本大区内省级最高计量标准器具量值传递和量值比对工作；加强了对省级法定计量技术机构的内部质量管理；多次组织技术和管理等方面的交流和协调工作。大区还积极争取经费，及时对大区的计量标准进行了技术改造和筹建工作。并积极开展大区间的技术和管理方面的学习和交流。

Introduction：
National Measurement and TestingCenter in North China (abbreviated as the Center below) is a legal metrological verification institution authorized by the authority of National General Administration of the People’s Republic of China for Quality Supervision and Inspection and Quarantine (AQSIQ). It’s attached to Beijing Bureau of Quality and Technology Supervision. The number of its authorized metrological certificate is (2002) 01037. Liang Yipu (the grade of a director general), the vice director general of Beijing Bureau of Quality and Technology Supervision, is the director of the Center. The Office is constituted by the Center. Ma Zhihua is the present director of the Office. In technology, The Center depends upon Beijing Institute of Metrology and Beijing Institute of Measurement and Test. The main task of the Center is to establish and maintain the primary metrological standards and metrological standards of district degree in North China; to carry out verification，calibration and test，conveyance of values of quantities，engineering test; to carry out scientific research and development，technical training and consultation，technical exchange and examination，technical coordination and to fulfill the tasks assigned by AQSIQ. The Center has totally 82 items of standards of measurement of district degree, and can carry out more than 300 kinds of verification、calibration and test. The annual number of pieces of verified、calibrated and tested devices is approximately 120,000. The center has 228 staff members, in which 185 technical members are included. Of the technical members, 44 members are senior engineers and 82 members are intermediate engineers. The real estate of the center is worth RMB34, 450,000.
According to the decision of AQSIQ and the instrumentation of Beijing Office of the Committee of Constitution Arrangement 1989： “ to ratify the constitution of North China National Center of Metrology and Test, [No.： (1989) 181]. Beijing Bureau of Quality and Technology Supervision is entrusted to administrate the center. AQSIQ and Beijing Bureau of Quality and Technology Supervision support it in funds.” The Center was formally established in 1992.
After its establishment, the Center managed the conveyance and comparison of values of quantities of senior standard of province degree in North China district, intensified the inner management of legal institutes of province degree and organized several times of exchange and coordination of technology and administration. By actively applying for funds, the Center carried out the technical modification and preparatory work of standards of North China district and developed the study and exchange in the fields of technology and administration in the districts of China.
