基本情况:

经原国家技术监督局批准于199210月在信息产业部通信计量中心(以下简称通信计量中心)建立了国家通信计量站。承担由国家技监总局授权的、全国范围的、有关通信专用计量器具的计量检定测试任务。通信计量中心于198012月经原邮电部批准建立,行政上隶属于信息产业部电信研究院,业务上接受国家质量监督检验检疫总局及信息产业部领导。

通信计量中心有固定的办公、检测场地和仪器设备,现有职工80多人,下设3个研究室,并设有综合办公室及业务接待办公室。

国家通信计量站于20029月通过了国家技监总局组织的计量授权复查换证考核。可开展检定项目21项、校准检测项目41项。

除国家站以外,通信计量中心还建有两个质检中心。经原邮电部批准于1989年承建了信息产业部北京电话交换设备质量监督检验中心(以下简称电话交换质检中心),承担电话交换及其他有关电信设备质量监督检验任务;经信息产业部机构编制委员会批准于200112月承建了信息产业部通信电磁兼容质量监督检验中心(以下简称电磁兼容质检中心),承担通信设备和其它有关设备的电磁兼容质量监督检验任务。

电话交换质检中心和电磁兼容质检中心于20025月和10月,分别通过了国家计量认证信息产业评审组的计量认证¤审查认可评审。20033月通过了信息产业部组织的实验室授权考察。可开展检验项目74项,其中进网检验项目29项。

通信计量中心于199910月获得了中国实验室国家认可委员会校准¤检验实验室批准认可,继而又通过了3次实验室扩项评审和一次监督扩项评审。截至目前可开展校准项目26项、检验项目65项。

另外,通信计量中心的电磁兼容实验室于20009月成为美国联邦通信委员会(FCC)认可(列表)实验室,20011月通过欧盟DATech检测实验室认可,20025月,得到国家认监委批准认可,可在世界范围内进行移动终端设备3C强制性认证检测。

Introduction:

Authorized by China State Bureau for Quality and Technical Supervisory and Inspection Quarantine, National Telecommunication Metrology Station (NTMS) was set up in 1992 in Telecommunication Metrology center (TMC) of Ministry of Information Industry (MII). Authorized as a legal metrological verification institution to carry out metrological verification, calibration and test. Authorized by the Ministry of Post and telecommunication TMC was set up in 1980. In administration TMC is under the leadership of ChinaAcademy of telecommunications Research of MII. In the field of professional work, MII and China State Bureau for Quality and Technical Supervisory and Inspection Quarantine direct TMC.

TMC consist of three laboratories and one office. There are more than 80 staff members, advanced instruments and test equipment, better measurement facilities in TMC.

In September 2002, as a legal metrological verification institution, NTMS was authorized by China State Bureau for Quality and Technical Supervisory and Inspection Quarantine again to expansion project. 21 items of Calibration project and 41 items of test project have been accredited to carry out.

Besides NTMS there are two Quality Supervision and InspectionCenters in TMC. One is named Beijing Telephone Switching Equipment Quality Supervision and Inspection Center of MII. The other one is named Telecommunication EMC Quality Supervision and Inspection Center of MII. The centers are charged with the quality supervision and inspection for telecommunication equipment. In March 2003, 74 items for testing and 29 items for network access testing have been accredited.

China National Accreditation Committee for Laboratories (CNACL) accredited the TMC of MII as the China National Calibration Laboratory for telecommunication instruments and the China National Test Laboratory for telecommunication equipment in1999. Since that time TMC of MII has been accredited more than three times for expansion project by CNACL. 26 Calibration items and 65 test items have been accredited to carry out.

In addition, the measurement facility of TMC 'EMC Lab has been added to the list of Federal Communications Commission (FCC) and the Website at WWW.FCC.GOV since September 2000. The German Accreditation Body Technology (DATech) e.V.  certified that the Testing Laboratory ( TMC of MII ) is competent to carry out testing in the fields of Electromagnetic Compatibility (EMC ) and SAR, the accreditation is valid until January 24,2006. In May 2002 was certificated by ChinaQualityCertificationCenter to carry out certification test for mobile terminal product all over the world.
