基本情况：

国家船舶舱容积计量站是经国家质检总局授权, 承担全国范围内液货船舶舱容积计量检定的国家法定计量检定机构。我站的前身是交通部船舶燃油舱计量检定站，成立于1985年，是我国最早开展船舶舱计量的检定机构之一，为我国的船舶舱计量检定进行了开创性的工作。1993年经原国家技术监督局授权为国家站。我站业务上受国家质检总局的领导，行政上受交通部领导，挂靠交通部科学研究院，独立对外开展计量检定及相关服务工作，主要任务是：

1.负责保存、维护和使用授权项目的计量标准；

2.承担授权范围的量值传递和法律规定的其他检定、测试任务；

3.制定船舶舱容积计量检定工作的发展规划和年度计划；

4.开展船舶舱容积计量检测手段和检定方法的研究；

5.组织或参加制定船舶舱容积计量检定的有关计量技术法规；

6.培训计量检定、油品计量人员，组织经验交流，参加国内外有关的计量学术活动；

7.负责授权范围内船舶舱容积计量的计量管理并承办有关计量监督工作。

我站拥有良好的硬件设施和优秀的专业技术研究人员，多年的计量检定工作积累了大量实际检船经验，培养了一支优秀计量检定和专业计量检测科研队伍。

我站下设计量管理处、检定处、量传处、实验室、质量保证办公室、计算中心、船舶研究室及装订车间。人员编制30人，其中高级工程师12人，工程师13人，助工5人。办公室面积328m2；有专业计量标准器具三组及多台先进的舱容计量检定仪器，固定资产达600多万。

建站以来，完成了交通行业标准《舱容计量检定规程》、《船舶液货舱容积测量与计算》（1998年获交通部科技进步三等奖）的研制工作。检定液货船舶二千多艘，培训计量员3218人；为我国的交通运输及石油化工等有关企业提供了优质计量服务；业务覆盖沿海和内河各大港口和船厂。

近年来，我站依靠先进的技术和服务，承接了多艘国外油船的液货舱容检定，并得到国外用户的肯定。为更好地服务用户，我站已先后在大连、南京、上海、武汉、舟山、福州、广州等地设有工作站。我站始终坚持“科学、公平、公正、准确”的宗旨，为广大用户提供满意及时的计量服务。

Introduction:

The Association is a legal specialized establishment which shouldered liquid cargo tank measurement nationwide and authorized by China State Bureau of Quality and Technical Supervision. It, which was set up in 1985, grew out of the Fuel Oil Tank Measurement and Verification Association . The Association opened up a new prospect as the earliest Measurement tank mission . In 1993, the association was promoted grades in succession to be a state one. Its business and administration was under the leadership of China State Bureau of Quality and Technical Supervision , Ministry of Communication respectively. Moreover, it is attached to China Academy of Transportation Sciences .Its main tasks:

1.Store, maintain and use measurement standards of authorized projects.

2.Measured data transfer within authorized scope as well as other certification and examination assignments stipulated by relevant laws.

3.Make program about vessel capacity measurement with the year plan.

4.Examine the means with metrological method’s research

5.Organize or participate in formulations of related technical regulations of vessel capacity measurement.

6.Train oil keeper and organize the experience exchanges and take part in meetings domestic and international.

7.It is responsible for supervision and management of vessel capacity measurement within authorized scope.

It is an association that enjoys excellent hard-ware facilities with three professional appliances and many advanced instruments for ship measurement and obtains immeasurable experience from work. It cultivated an excellent work team in fields of professional measurement and verification technology.

The association, which covers an area of 32m2 ,has 30 workers including 12 senior engineers, 13 engineers, and 5 assistants. It has many departments of measurement division, verification, transmitting, laboratory, office for the guarantee of quality, computer center, assembling workshop, and the office for ship research. Fixed assets are about six million RMB ￥.

Our association completed the works kinds of traffic standards i.e.《 Regulation of Tank Capacity Measurement and Verification 》,《Measuring and Calculating of Liquid Cargo Ship Tank Capacity 》(got a third position awards for technology advance in Ministry of Communication. in 1998).We have verified 2000 vessels and trained 3218 oil measure keeper.

We have held out many overseas vessels verification of liquid cargo tank capacity and also obtained the confirmation from foreign customers.Thus , we are encouraged to service better . We serve the petrochemical works,shipyards, transportation enterprises, ports and so on.

We have set up many agencies in places where Dalian, Nanjing , Shanghai, Wuhan, Zhouzhan , Fuzhou and Guangzhou .We held ‘scientific, fair, just, accurate’ to be our aim so as to offer satisfactory and timely services to our wide customers.
