基本情况：

1994年6月国家技术监督局以技监局量函（1994）243号文授权在中国船舶工业船舶舱容计量检测中心（1979年成立）建立国家船舶舱大容积计量站，为国家法定计量检定机构。挂靠上海船舶研究设计院。十余年来，本站对船舶舱容量的计量检测技术进行了不断的研究，并实际检测了我国各大油运集团的大部分油船的液货舱。通过理论研究与大量的实践，以及根据国际法制计量组织对船舶舱容量的计量技术要求，1990年编制了我国第一部《船舶液货计量舱容量》(JJG702—90)国家计量检定规程。为我国开展船舶舱容量计量检定奠定了技术基础。1992年4月经国防科工委批准成立国防容量计量专业站。

目前本站在编人员17人，90%具有工程师以上职称，其中高级工程师占50%。计量站下设计量管理科及计量业务科。所有检定人员均经过专门培训,考核合格，持有国家计量检定员证。

本站先后建立了两个具有国内装备最先进的大容量计量实验室，即一等金属量器标准装置实验室和船舶舱容积检定装置实验室。实验室保持着一等标准金属量器组（1～1000L）11台、二等量器（1～1000L）11台，有从瑞士徕卡公司引进的最新电子经纬仪2台、电子全站仪3台、测距仪4台以及组成的多套ECDS三维空间测量系统和PCMS极坐标测量系统，并配备了测量、计算所需的各类相应软件等。建站以来，本站已检测了200余艘船舶的液舱。被检的最大船舶达15.9万吨，并走出国门为德国船厂检定了4艘1.5万吨油轮；检定的液舱容积累计超过200万m³。被检船舶有原油船、成品油船、液化气船、化学品船等各类液货船。根据检定结果签发的检定证书和舱容表在各国港口的油品贸易交接中得到了认可。

Introduction:

As the service of legal metrology, authorized by the National Technology Supervision Bureau, The State Ship Capacity Metrology Station is officially established in 1994 at the base of ship capacity Measurement & Calibration Centre of CSSC (China State Shipbuilding Group Corporation) which is founded in 1979.  The station is affiliated to the Shanghai Merchant ship Design & Research Institute.  The Station has studied the technology of ship capacity metrology and Measurement, and practically measured lot of ships more than10 years.

Through theory research and practice, and according to OIML R95, the station has compiled the 《Verification Regulation of Ship’s Liquid Cargo Tank Capacity》——the first edition of ship capacity measurement in China, founded the technical base for ship capacity measurement.  The Volumetric Metrology Station for National Defence has been authorized by The Science & Technology Industries Committee for National Defence in 1992.

The Station consists of two departments, one for management, the other for measurement.  The number of staffs in station is 17, 90% among them are engineers, and 50% are senior engineers.  All inspectors have received the special training, passed the examinations and held the national certificate of verification operator.

Two advanced laboratories —— the first class standard metal tank & ship capacity measurement equipment one by one have been established.  Two electronic theodolites, three electronic total stations, 4 electronic distance mesuring-equipments which compose ECDS 3D, PCMS measuring systems, and correspondent software have been imported from Swiss.  We have measured more than 200 ships’ tank capacity from the foundation.  The largest measured ship is 159000 DWT crude oil and the accumulated volume exceeds 2,000,000m³.  In addition we have gone abroad and measured 4 oil ship with 15000 DWT in Germany.  The measured ship type contains barge, crude oil, tank product ship, water supply vessel, LPG vessel, chemical tank etc.  The issued Verification Certificate & Tank Volume Table used as trade transfer are approved by authorities concerned.
