基本情况：

国家轨道衡计量站哈尔滨分站始建于1980年，位于哈尔滨市道外区美丽的松花江南岸，至今已历经23个春秋。

国家轨道衡计量站哈尔滨分站是国家质量监督检验检疫总局认证授权的国家法定计量检定机构负责黑龙江、吉林省哈尔滨、牡丹江、佳木斯铁路分局管内轨道衡计量检定监督管理工作。

国家轨道衡计量站哈尔滨分站，始建初始仅有3辆T₆30吨检衡车，办公面积不足200m²，发展至今已形成集轨道衡计量检定、管理、监督为一体的专业法定计量检定技术机构。现有办公、检测用房1000 m²，检定设备T₆40吨检衡车7辆，T_6F砝码检衡车1辆，T₇砝码检衡车1辆，50㎏I₄级天平1台、5㎏I₆级天平1台、1㎏I₄级天平1台、F₂等1㎏～20㎏砝码1组，F₁等2㎎～500g砝码一组，计量检定设备资产总值近500万元。并建立二项社会公用计量标准。国家轨道衡计量站哈尔滨分站技术设施完善，组织机构健全，拥有两个职能科室，8名中级以上各类专业技术人员，4名初级各类专业技术人员。从事轨道衡检定技术人员，70%具有大专以上学历。

Introduction:

The State Rail-Weighbridge Metrological Station Harbin Substation was set up in 1980. It is located on the south bank of the beautiful SonhuaRiver in Daowai District, Harbin. Since then, twenty-three years have passed.

The State Rail-Weighbridge Metrological Station Harbin Substation is a state statutory metrological and verification institution certified and authorized by the State General Bureau of Quality Supervision, Inspection and Quarantine. The substation is responsible for metrology, verification, supervision, and management for rail-weighbridges in HeilongjiangProvince and JilinProvince and under jurisdiction of Harbin, Mudanjiang, and Jiamusi Railway Branch Bureaus.

The State Rail-Weighbridge Metrological Station Harbin Substation had only three Model T₆ 30T track scale test wagons and offices of less than 200 square meters when it was first set up. Now it has developed into a professional and statutory institution for metrology and verification with integration of metrology, verification, management and supervision on rail-weighbridges. Now the institution owns building area of 1,000 square meters for office work and inspection. Its measuring equipment includes seven Model T₆ 40T track scale test wagons, one Model T_6F weight track scale test wagon, one Model T₇ weight track scale test wagon, one 50 kg Grade-I₄ balance, one 5 kg Grade-I₆ balance, one 1 kg Grade-I₄ balance, and one set of Grade-F₂ 1 kg – 20 kg weights, and one set of Grade-F₂ 2 mg – 500 g weights. The total value of the assets of metrological and verification equipment is nearly 5 million yuan. In addition, two public metrological standards have been worked out.

The State Rail-Weighbridge Metrological Station Harbin Substation has complete line of technical equipment and internal organizations. It owns two functional departments. It owns 8 professionals of various majors with senior or intermediate technical titles and 4 professionals of various majors with preliminary technical titles. Seventy percent of the technical workers involved in rail-weighbridge verification have education background of junior college at least.

The State Rail-Weighbridge Metrological Station Harbin Substation takes scientific, just, honest, and efficient quality principle as its targets.
