基本情况：

国家铁路罐车容积计量站沈阳分站（以下简称沈阳分站）是由国家质量监督检验检疫总局授权建立的法定计量检定机构。在国家质量监督检验检疫总局、国家铁路罐车容积计量站领导下开展铁路罐车强制计量检定工作。

沈阳分站是1986年成立的，现有员工28人，其中站长1名、常务副站长1名、副站长1名、技术监督人员3名、管理人员6名、检定人员16名；高级工程师2人、中级职称5人、初级职称4人。检定员从事计量工作均在5年以上，是一支技术精、业务水平高，能打硬仗的队伍。

沈阳分站坐落在亚洲第一大货车检修基地---沈阳机车车辆有限责任公司内。年检定路用铁路罐车4000多辆、企业自备铁路罐车2000多辆，达到了国家质检总局规定的“两率”指标要求，为顾客之间贸易结算和铁路运输安全做出了较大的贡献。

沈阳分站实验室面积660 m²，建立了铁路罐车计量标准。该计量标准的测量范围为（10～120）m³，能够满足检定铁路罐车的需要。按“JJF-1069法定计量检定机构考核规范”的要求建立了质量管理体系，编制了质量管理体系文件和规章制度，明确了组织机构和各部门、人员的职责，规定了工作程序，对质量管理体系进行有效运行。

Introduction:

Shenyang Sub-station of the National Railway Tank Car Volume Metrology Station was instituted in 1986 with the approval of AQSIQ. It is led by AQSIQ and the National Railway Tank Car Volume Metrology Station.

Shenyang Sub-station has a staff of 28, including a director, an executive vice-director, a vice-director, 3 supervisors, 6 administratives and 16 operators and in which there are 2 senoir engineers, 5 engineers and 4 associate engineers. All of the operators have done this work for over 5 years. The staff has good team-work spirit and can do its best.

Shenyang Sub-station is located in Shenyang Locomotive and Rolling Stock Co. Ltd. which is the largest repairing base of freight trains in Asia. It verifies about 4,000 railway tank cars  which belong to the Ministry of Railways and about 2,000 railway tank cars which belong to the enterprises. It meets the AQSIQ’s demands of the region covering rate and the verified rate and offers the technical assurance for the business hand-over of liquid goods and safety of railway traffic operations.

Shenyang Sub-station is provided with the measurement standard: Verification Devices for Railway Tank Car and its measuring range is 10～120m³. Its laboratory covers a floor space of 600㎡. Shenyang Sub-station always pays attention to quality control and has set up quality management system according JJF1069-2000 Rules for the Examination of the Service of Legal Metrology Verification. It compiles the quality management system documents and rulings and stipulates the responsibilities and operating process. It woks effectively.

The spirits of Shenyang Sub-station are to devote in the posts and to be honest, warmly, timely and accurate in performing the official duties. It promises that it will undertake verification according JJG140-98 Verification Regulation for the Volume of Railway Tank Car strictly, and that it will protect the consumers’ secrets and avoid to be involved in their economic activities.
