基本情况：

北京市计量科学研究所发展历史悠久，作为北京市计量技术机构历史可以追溯到20世纪三、四十年代成立的北平市度量衡检定所。解放后她的成长壮大与北京市计量事业的发展密不可分。1980年经北京市科委批准成立了北京市计量科学研究所（以下简称科研所），由局长兼任所长，与北京市计量管理局是“两块牌子，一套人马”。一直到1984年8月科研所正式与局分开，成为独立建制。目前科研所隶属于北京市质量技术监督局,是依法设置的法定计量检定机构,是华北国家计量测试中心的主体技术机构，科研所建立的华北地区最高标准占华北中心标准的87%。科研所同时是北京市计量产品质量监督检验一站，承担着部分计量产品的质量监督检验工作。

科研所下设办公室、质量技术部、业务部等六个职能部室，设长度计量第一、第二实验室、温度计量实验室、力学计量第一、第二实验室等12个实验室。并办有方圆计量技术工程公司等5个公司，现有职工155人，其中专业技术人员136人，具有高级职称35人，中级职称56人，中高级职称占专业技术人员总数的67%。

科研所共建有148项计量基标准，其中：国家计量基准1项，国家计量工作基准8项，华北地区最高计量标准72项，北京地区最高计量标准67项。所建立的计量标准覆盖了10大类计量的各个门类，可开展251种检定、校准项目的服务，基本上满足了华北及北京地区量值传递和计量检定工作的需要。

科研所已获得《中华人民共和国国家法定计量检定机构计量授权证书》[（国）法计（2002）01007号]和《中国实验室国家认可委员会实验室认可证书》（No.L0187）等证书。

科研所还具有科研开发的雄厚实力，能够承担（承接）国家和地方科研项目的研究和开发。自建所以来，共完成了近70项科研开发项目。其中，电子回旋加速器获得了国家科委科学进步三等奖，十余项获得了部级科技进步奖。

Introduction:

As an organization for metrological technology in Beijing, Beijing Institute of Metrology has a long history that can be traced to the 1930’s when Beiping Institute of Metrological Verification was established. After liberation, its development was in close relationship with the growth of the metrological careers in Beijing. By the ratification of the Scientific Committee of Beijing, Beijing Institute of Metrology （abbreviated as the Institute below） was constituted in 1980. The director general of the Bureau of Metrological Administration was concurrently the director of the Institute. The Institute and the Bureau were “of the same staffs, but differed in two signboards”. They didn’t take apart from each other and constitute independently until August 1984. Now the Institute is subordinate to Beijing Bureau of Quality and Technology Supervision. It’s a legal metrological verification institution, and is the main technical part of National Measurement and Testing Center in North China. The total number of senior standards of North China established by the Institute is 87% of all the senior standards of North China .It is also the No.1 Beijing Station for the Supervision and Inspection of Metrological instruments and products, undertaking the supervision and inspection of some metrological instruments and products.

The Institute sets up 6 functional departments such as the Office, the Department of Quality and Technology, the Department of Business, and etc. It sets up 12 laboratories such as the No.1 and No.2 laboratory of Length measurement, the laboratory of heat measurement, No.1 and No.2 laboratory of mechanical measurement, and etc. The Institute also has five companies, such as the Fangyuan Engineering Company of Metrological Technology, and etc. The Institute has 155 staffs, in which 136 technical members are included. There are 35 senior engineers and 56 middle engineers in all of the technical members. The total number of middle and senior engineers is 67% of the technical members.

The Institute has established 148 items of primary standards and public standards of measurement totally, including 1 item of national primary standard, 8 items of national working primary standards, 72 items of senior standards of North China, and 67 items of senior standards of Beijing. All the standards cover every species of 10 metrological categories and 251 kinds of verifications/calibrations can be performed, which can basically meet the requirements of conveyance of values of quantities and verifications/calibrations in Beijing and North China.

The Institute has acquired the Certificate of Metrological Authorization  to the Legal Metrological Verification Institution in the People’s Republic of China [the number is （2002） 01007]，and  the Certificate of Laboratory Authorization by China National Laboratory Authorization Committee （No.L0187）.

Besides, the Institute has solid capability for scientific research and development. The Institute can undertake the research and exploitation job on scientific research items in state or districts. For instance, since the institute’s establishment, 70 scientific research items have been well finished. Of the items, the item of whirring accelerator of electrons was awarded the prize of class 3 by the State Committee of Science for technological advancement, and more than 10 items were awarded the prize of ministry degree for technological advancement.
