基本情况：
山西省计量监督检定测试所是山西省质量技术监督局依法设置的经国家质量监督检验检疫总局考核授权的全省最高的法定计量技术机构，也是经考核授权的山西省计量产品质量监督检验站。主要负责建立本省最高社会公用计量标准；确保计量单位制的统一和量值的准确可靠；依法实施量值传递工作，承担执行国家强制检定和法律法规规定的其它检定、校准任务；承担计量产品的质量监督检验任务；提供公正计量、委托检验和技术咨询服务。
该所拥有3500m2实验室（其中有1900 m2的恒温实验室），固定资产1852万元，仪器设备1000多台件。现有职工95人，专业技术人员83人，其中高级工程师9人，中级职称49人。设有6个职能科室，14个专业实验室，3个中介机构。建立省级社会公用计量标准100项，可开展计量检定项目194种，校准项目178种，商品量检测三种。年检测量达5万多台件；年服务企事业单位达2000多家。
近几年来，名级政府和主管部门的正确领导和大力支持下，该所以服务企业、服务经济建设为工作出发点，坚持公开化和竞争性，不断深化内部人事制度改革，推行了中层干部领导职务和技术职务综合考核末位淘汰制，一般人员双向选择、竞争上岗；坚持有所为有所不为的原则，优化专业结构；按照每年以收入的30%的比率加大基础设施、重点项目的投入，围绕山西省能源重化工产业特点和重点建设项目，建立了经纬仪、水准仪检定装置、检定坐标测量仪标准器组，改造了2000kN力值标准装置；围绕打破行业垄断，维护市场经济秩序，保护消费者权益，建立了音速喷嘴法气体流量标准装置、单相电能表检定装置、三相电能表检定装置、水表检定装置，建立了商品量检测室，目前正在筹建性能试验室。同时狠抓质量管理，提升综合实力，为山西的经济发展和社会进步做出了应有的贡献。

Introduction:
The Shanxi Provincial Institute of Metrological Supervision Verification and Measurement (SPIM) is set up by the Shanxi Provincial Bureau of Quality and Technology Supervision (SPBQTS) According to laws, SPIM is examinated and authorized by the General Administration of Quality Supervision Inspection and Quarantine of the People’s Republic of China, SPIM is also authorized the Shanxi Provincial Station of Quality Supervision Inspection of Metrological Productions.
Its functions are organizing the establishment of the highest standards of public purpose at the level of Shanxi province, ensuring the unification of the measurement units and the precision of measurement values, implementing the inspection and calibration assigned by the state and the rules of law, implementing the supervision and inspection of the instruments quality of measurement, and offering the service of just measurement, committed inspection and consultation on the technique.
Its fixed assets reach RMB 18.52 million and its laboratories cover 3500 m2 including 1900 m2 as a lab of constant temperature. SPIM has 6 section offices, 14 specialized labs, 3 medium agencies, over 1000 instruments and 95 staff members including 83 professional technical personnel: 9 senior engineers and 49 engineers.
SPIM has established 100 standards of public purpose at the level of Shanxi province, developed 194 items of measuring inspection, 178 items of calibration and 3 items of inspecting commodity quantity. SPIM is able to inspect over 50,000 instruments and serve over 2,000 enterprises annually.
In recently years, under correct leading and vigorous supporting of governments and authority, servicing enterprises and economy construction as itself start, the institute insists on open and competitive, deepens continuously the reform of internal personnel system and examines synthetically the duties of middle leader and technique to eliminate the end , general personnel choices according to double faces and competes the post; Insisting of principle to do something or not , the institute optimizes the structure of profession; Based on the characteristics of the heavy chemical industry in energy and developments of emphases items in Shanxi, the institute spends 30 percent of annual income on foundation construction and emphases items to establish the theodolite instrument verification device, the water level meter verification device and the standard groups of verifying coordinate instrument; makes over the 2000KN value of force standard device. In order to break monopoly of profession, maintain economic order of the market and protect rights of consumer and interests, the institute has established the sonic nozzle gas flux standard devise, the single-phase electric energy meter verification device, three-phase electric energy meter verification device, the water meter verification device, and the laboratory of testing quantity of goods, at present, the laboratory of performance testing is being prepared. At the same time, the institution pays attention to quantity control and promotes to synthesize strength to make useful contributions for economic development and the progresses of society in Shanxi.
