基本情况：
浙江省质量技术监督检测研究院(以下简称浙江省质监检测院)隶属于浙江省质量技术监督局，是依法设置的法定技术监督检测机构。
浙江省质监检测院是省内规模最大、综合能力最强的法定检测机构,是浙江方圆检测股份有限公司的第一大股东。主要任务是建立计量标准、社会公用计量标准，开展量值传递；执行强制检定和法律规定的其它检定/校准/检测任务；制定技术法规，研究计量检定方法；开展新产品定型鉴定的和样机试验；提供委托检验、仲裁检验、技术鉴定、灾后评估等类技术服务。目前，浙江省质监检测院已建立计量标准和社会计量标准140项，可对长度、力学、热工、电磁、无线电、声学、时频、化学、光学、电离辐射等十大类约500多种计量器具开展检定/校准/测试，同时浙江省质监检测院还设有“浙江省蓝箭产品质量司法鉴定事务所”、“浙江省医疗仪器监督检测中心”、“浙江蓝箭质量技术事务所”、“浙江省电能计量测试中心”、“浙江省眼镜质量监督检验站”等专业中心站。院内的流量室、电能中心、信电室分别承担着国家水表、煤气表、电能表、失真仪等产品的定型鉴定任务。全院各类检测设备总值达3000多万元。院直属的浙江蓝剑质量事务所和浙江东方工程监理公司，开展ISO9000、ISO14000、ISO/IEC17025等系列标准的认证咨询以及各类工程设备、土建的监理业务。
浙江省质监检测院拥有一批长期从事技术研究、检测的高级专家和专业技术人员，科技人员占全院职工的86.4%，高级工程师、工程师比例达到73%。通过广大科技人员潜心研究，我院的“玻璃转子流量计”、“大口径智能水表检定装置”、“BO-13失真度仪检定装置”、“BD-1高频电压检定装置”等17项科研成果，在国家质监总局、浙江省人民政府的科研项目评比中获奖，部分成果达到国际先进水平。

Introduction:
Zhejiang Measurement and Test Institute for Quality and Technique Supervision is affiliated with the Zhejiang Bureau of Quality and Supervision, and is a law-set legal testing institute for technical supervision.
Zhejiang Measurement and Test Institute for Quality and Technique Supervision is the biggest and power legal metrological institute of Zhejiang province, and it is also the first partner of Zhejiang Fangyuan Testing Joint-stock Co. Ltd. Its main mission are as follows: establishing the measurement standards and the public standards of measurement, carrying out the dissemination of quantity values; carrying out the verification, calibration and test; developing the technical regulations and rules and researching the method of metrological verification; performing the pattern evaluations and prototype testing of new types of measuring instruments; providing the services of authorized inspection, arbitration inspection, technical accreditation and calamities evaluation etc. Up to now, Zhejiang Measurement and Test Institute has established 140 items of the measurement standards and public standards of measurement, and carried out the verification, calibration and test for more than 500 kind of measuring instruments such as length, mechanical, heat, electromagnetic, microwave and high frequency, time and frequency, optical and ionizing radiation. At the same time, there are Zhejiang Lanjian Judicial Appraisement Agent for Quality of Products, Zhejiang Center of Supervision and Testing for Medical Instruments, Zhejiang Lanjian Agent of Quality and Technology, Zhejiang Center of Measurement and Test for Electric Meters and Zhejiang Inspection Station of Quality and Supervision for Glasses in Zhejiang Institute. Liquid Measurement Laboratory, Center of Electric Meters is responsible for performing the pattern evaluations of water meters, gas meters, electric meters etc. The institute has the various facilities valued more than 30 millions yuan.
Zhejiang Measurement and Test Institute for Quality and Technique Supervision owns many professional personnel engaged in metrological technical research and testing, technical personnel account for 86.4 per cent of the total staff, senior engineers and engineers account to 73 per cent. Through the research, there are 17 items awarded of AQSIQ and Zhejiang province prizes. Some of these projects have reached or approached the international advanced level.
Zhejiang Measurement and Test Institute for Quality and Technique Supervision insists on the quality policy, fully promoting quality management, developing and improving scientific and reasonable quality assurance system. In 2000, the testing laboratory parts passed the national laboratory accreditation. In August of 2002, calibration part also passed the accreditation. Since China has entered WTO, the technical services as the third party will face many challenges and competitions. Zhejiang Measurement and Test Institute for Quality and Technique Supervision will depend on itself strict management, abundant technical abilities and advanced testing facilities, in light of market changes, unswervingly provide the users with the justice, knight and professional technical services, make efforts for promoting development of economy of Zhejiang province.
