基本情况：
1983年8月，河南省编制委员会批准成立河南省计量测试研究所，是河南省政府依法设置的省级法定计量检定机构，具有第三方公正地位的社会公益型科研机构。2003年更名为河南省计量科学研究院。
本院共内设17个科室，其中职能科室6个，实验室11个。现有在职职工103人，其中专业技术人员84人。在专业技术人员中：享受国务院政府特殊津贴专家1人，河南省优秀专家1人，教授级高级工程师2人，高级工程师24人，中级职称37人。本院办公室、实验室面积9400 m2，其中恒温实验室面积1700m2，控温实验室面积7700 m2，仪器设备固定资产1366万多元。
本院建有长度、温度、力学、电磁学、无线电、时间频率、声学、光学、电离辐射、化学等十大类156项省级社会公用计量标准，其中省级最高标准74项，次级标准82项，具备了对39项74种强制检定的工作计量器具的强检能力，对社会开展检定、校准、测试工作，国家质量监督检验检疫总局，对本院的新授权证书号为（国）法计（2002）01031号。本院具有环境试验、电磁兼容试验及对10大类86种计量器具产品进行质量监督检验的能力。2000年本院通过了中国实验室国家认可委的评审，获取了实验室认可证书，证书号为No.L0175号。国家质量监督检验检疫总局对本院进行了电能表、衡器、水表、煤气表定型鉴定授权。
本院还承担着计量标准考核、制造、修理计量器具生产条件考核、定型鉴定、样机试验、仲裁检定、产品质量检验机构的计量认证等任务；承担着起草计量检定规程、计量技术规范和培训、考核计量技术人员等任务。

Introduction:
Henan Institute of metrology and Testing (HNIMT) was ratified to set up by Henan Province Establishment Commission in August 1983. It is a province level legal metrology verification institution established by Henan Province Government. It’s also a research organization for social commonweal and has a third-party justness status.
HNIMT has 17 divisions including 6 function divisions and 11 laboratories. There is a total staff of 103, of whom 84 are researchers. Among the researchers 1 is an expert enjoying special allowance given by State Council, 1 excellent expert in Henan Province, 2 senior engineers as professorship, 24 senior engineers and 40 engineers. Its construction area of laboratories and offices is 10164m2, in which there are 1700m2 constant temperature laboratories. Its fixed asset of instrument and equipment is valued more than 13,660 thousands RMB Yuan.
HNIMT has set up 156 items of province level public metrology standards covering 10 classifications such as length, temperature, mechanics, electromagnetism, radio, time and frequency, acoustics, optics, ionization radiation and chemistry, in which there are 74 items of province level highest standards and 82 items of secondary standards. HNIMT has forced verification ability on 39 classes of total 74 items of compelled verification measuring instrument. It offers services of verification, calibration and testing for society. The certificate number of metrology authorization given by General Administration of Quality Supervision, Inspection and Quarantine of The People,s Republic of China is No. (State) law metrology (2002) 01031. HNIMT has the capability of quality supervising and testing for environment testing, EMC testing and 10 classes of total 86 items of measuring instrument. It has passed the evaluating of CNAL in 2000 (certificate number L0175), and authorized to carry out pattern evaluation for electrical power meter, weighing apparatus, water meter and gas meter by General Administration of Quality Supervision, Inspection and Quarantine of The People,s Republic of China.
HNIMT carries out tasks of examining metrology standards and condition of measuring instrument manufacturing and repairing, pattern evaluating, specimen testing, identifying for arbitrage, metrology authenticating of inspecting organization for products quality. It also carries out tasks such as drafting out of metrology verification regulations and technical specification, training and examining of personnel in metrology technology.
