基本情况：
中国测试技术研究院是公益类科研事业单位，是国家法定计量技术机构和质量检验、测试技术研究机构。建院三十余年来，经过不断努力，正向着计量测试技术学科较全、设备装置精良、高技术人才汇聚的测试技术综合型研究院迈进。
全院员工600余人，技术人员占三分之二。有中国工程院院士、国际计量委员会委员1人，国家级突出贡献专家4人，享受政府特殊津贴专家30人，高级职称106人，中级职称133人。固定资产5000余万元，其中仪器设备3200万元。各类中外文图书、期刊资料70000余册，主办国内外公开发行的《中国测试技术》专业期刊。建有高控温控湿精度的实验室，能满足各类高新技术研究和精密测试实验的需要，在距成都市80余公里的大邑鹤鸣山还建有一个享誉中外、条件优越的山洞恒温恒湿实验室。
作为为实施《计量法》和行政执法提供技术保证的国家法定技术机构，本院建立和保存了“超导约瑟夫森结阵列一伏电压作证基准”等40项国家计量基准（副基准）和亚洲第一的“50MN稳压力源”等161项社会公用计量标准，涉及长度、温度、力学、光学、化学、声学、电磁学、无线电、时间频率、电离辐射等领域。这些基标准为确保国内量值准确和溯源以及代表国家参与国际关键量比对，都发挥了不可替代的作用，是国家量传体系的重要组成部分。
长期从事测试技术基础性和应用性研究，取得了“硅光二极管的校准技术实现光谱辐射绝对测量”、“超导约瑟夫森结阵列一伏电压基准”、“电声自由场声压基准”等一大批达到国际先进水平和国内领先水平的科研成果。近年来获国家、省部级各类科研成果奖120余项，这些成果为我国经济建设做出了重要贡献。“半导体量子阱超声表面微波电子学器件测试与应用”的等在研项目对我国测试技术研究领域和高新技术的产业开发将起到开拓性的推动作用。具有较强的科技开发和成果转化能力，能独立研究设计、生产制造应用于各行各业的计量测试精密仪器设备，如“三坐标划线仪系列产品”、“科氏力质量流量计”、“激光汽车整车检测仪”等市场前景良好的仪器装置。
承担政府下达的计量技术管理和产品质量监督任务，如计量认证、标准考核、产品样机试验、定型鉴定、计量纠纷的仲裁检定、国家传感器质量监督检验、计量器具产品质量监督检验以及相关标准、计量检定规程编制等。我院计量检定/校准中心、国家传感器质量监督检验中心和四川省计量器具产品质量监督检验站等分别通过CNAL实验室认可、国家法定计量机构和质检机构计量认证/审查认可（验收）。在检测校准、质量认证、技术咨询、企业标准制定、企业技术改造、产品开发等领域开展全方位服务，同时围绕健康、安全、卫生、环保、反欺诈等方面向行政执法提供技术保障并为社会各界开展相关检测业务，每年为数千家科研院所、大专院校、企事业单位提供检定测试和量值传递服务，其服务对象涉及机械、电工、电子、建筑、石油化工、邮电通讯、航空航天、船舶、建材、汽车、轻工仪表、食品、医疗设备、医院、服务业等众多领域，业务覆盖四川省、西南和全国大部地区。本院国际合作与交流频繁，与国际计量组织和许多国家（地区）知名计量测试机构保持密切的联系。

Introduction:
The National Institute of Measurement and Testing Technology (NIMTT) established more than thirty years ago is a state unit of commonweal and technical institution for national legal metrology and quality supervision.
There are more than 600 employees in this institute including one member of Engineering Academy of China and member of International Committee of Weights and Measures, 4 national outstanding experts and 30 experts with government special allowance, 106 senior and 133 middle technical title holders. It holds more than 50 million RMB capital asserts and 70 thousands of books and magazines. The periodical Measurement Technology of China edited by NIMTT issues worldwide. In addition to many Laboratories are constant in temperature and humidity, NIMTT also has a famous constant cave laboratory in Heming Mountain, 80km away from Chengdu, named ”Dayi Experimental Base” with beautiful scenery and superior measurement conditions.
As a legal technical Institution for the implementation of the Law of Metrology and guarantee for metrological administration, 40 primary (or secondary) standards including “1 Volt primary standard by use of Josephson junction array” and 161 social public standards represented by “50MN force source of high stability “, the number one in Asia, are established and maintained in NIMTT. Measurement of length, mechanics, optics, chemistry, acoustics, electromagnetism, radio, time/frequency and ionizing radiation are all covered. These standards are important parts of the national metrological hierarchy and play important role in international comparison of key quantity values.
As a result of more than thirty years’ research in measurement and application, many projects including “realization of absolute measurement of optical radiation of 400nm—900nm by use of self-calibration technique of Si-photodiode”, “superconductive 1 Volt primary standard by use of Josephson junction array” and “primary standard of pressure by free field reciprocity calibration” are in the leading position home and abroad and won more than 120 national and provincial awards and benefit domestic economic construction greatly. Among them, represented by “Application of Micro-electronics Component of Semi Conductor Quanta Ultrasonic Surface Wave” is impetus to both measurement development and hi-tech industry.
NIMTT is dedicated to change scientific achievement to productivity, can design, manufacture and assemble various measuring instruments independently. “3–dimension marking instrument series”, “Coriolis mass flowmeter” and “laser automobile tester” are quite competitive and profitable metrological certification, standard check, product sample and pattern evaluation test, arbitral verification, national transducer quality supervision and inspection, metrological product quality supervision and inspection, compilation and revision of related standards and verification regulation are all involved in NIMTT. The Metrological Verification & Calibration Center, National Transducer Center of Quality Supervision and Inspection and Sichuan Provincial Supervision and Inspection Station for Metrological Instrument and Product acquired accreditation of CNAL, metrological certification for national legal metrological institution and certification for quality supervision and inspection institution. Services of verification/ calibration, quality certification, consultation, standard compilation and technical reform for enterprise and product R&D are provided. It also provides technical guarantee for legitimate administration in area of environment protection, public health, safety and hygiene etc. Customers come from institutes, universities and factories of Sichuan Province, southwest and other part of China in industries of mechanics, electronics, construction, petroleum, chemistry, telecommunication, construction material, instrument, food and medical service.
NIMTT emphasizes international cooperation and technical exchange and keeps close contacts with many famous laboratories and metrological organizations.
