基本情况：
2000年8月由云南省人民政府批复原云南省计量测试研究所与原昆明市计量检定测试所合并组建云南省计量测试技术研究院，并接收了原云南省机械厅讲师中心站部分专业技术人员。云南省计量测试技术研究院是以计量检定（校准）、测试为主，科研开发并重，集计量科研开发、量值传递、检定测试服务于一身的省级法定计量检定机构、省级计量科研机构。主要承担云南全省及周边地区各等级计量标准的量值传递、计量检定（校准）、测试服务，为云南省贯彻实施《计量法》提供可靠的技术保证，为云南省经济建设及社会发展服务。
云南省计量测试技术研究院现有编制156人，其中高级工程师25人、工程师41人；实验室面积7000多m2，其中恒温实验室1200 m2；设有长度、温度、力学一、力学二、电学、电子、化学、光学、流量容量、加油机、出租汽车计价器、科研开发等12个专业实验室；建立各等级计量标准百余项，其中云南省最高计量标准32项（含国家工作基准3项）。2002年云南省计量测试技术研究院通过国家省级法定计量检定机构考核、授权（计量授权证书（国）法计（2002）01035号）获准授权检定项目187项；获准授权校准/检测项目78项，是云南省唯一经由国家质量监督检验检疫总局授权的省级法定计量检定机构。
云南省计量测试技术研究院始终坚持量值传递为主，科研开发并重，先后承担国家及省部级重大科研项目15项，获国家及省部级科技进步奖12项。其中0.01级单相标准功率电能表、0.02级三相标准功率电能表及（0.01级～0.05级）三表校验装置居国内领先水平。目前正在进行的“强功率整流系统电能测控技术应用”项目，已通过国家科技部组织的专家论证，并获得国家科技部下拨科研经费150万元，该项目完成后，将对电冶、电化企业节能降耗，提高矿产资源利用率，减少企业对环境的污染等方面具有广阔的应用前景。
云南省计量测试技术研究院的主要职责和任务是：
一、负责建立和保存云南省最高计量标准、各等级社会公用计量标准，确保云南省计量单位制的统一和量值的准确一致；从事计量标准器具的研究，计量测试技术和分析测试方法的研究；
二、承担全省范围内的量值传递、计量检定、校准、测试工作；
三、从事计量标准器具、智能化测量仪器、在线检测与控制设备的研究开发；
四、从事计量测试技术和分析测试方法的研究；
五、接受政府计量行政部门委托，承担计量器具新产品样机试验、进口计量器具的首次检定以及仲裁检定等；
六、接受政府计量行政部门委托，承担云南省省属企业、事业单位建立的最高计量标准的技术考核工作；
七、开展有关计量检定、校准、测试以及相关法规的技术咨询服务，专业技术人员培训等工作。
强化法制观念，健全检测体系，确保数据准确，热情服务顾客是云南省计量测试技术研究院的质量方针。

Introduction:
Yunnan Provincial Institute of Metrology and Testing Technology (YIMT) set up in August of 2000 by the Yunnan provincial government approval, which is a combination of the old Yunnan provincial institute of metrology and testing technology and the original Kunming institute of metrological verification, incepting professional technicians of Yunnan mechanical measurement and test center.
YIMT is a provincial service of legal metrological verification and institution of metrological research. Its major service is metrological verification (calibration), testing, transfer value of a quantity of measurement standard and metrological research for Yunnan province and periphery area. It provides reliable technical guarantee for carrying through the Law on Metrology of the People’s Republic of China and serves for society and economic developments of Yunnan province.
YIMT has 156 positions. There are 25 senior engineers and 41 engineers currently. Laboratory area is more than 7000 m2, including 1200 m2 constant temperature laboratory. It founds 12 profession laboratories - length, temperature, mechanics 1, mechanics 2, electricity, electronics, chemistry, optics, flow and capacity, gas filler, taximeter and research development laboratories. It set up more than 100 items of measurement standard; including 32 highest measurement standard items of Yunnan province (contain 3 national work standard items).
In 2002, YIMT past the examination of the service of legal metrological verification by the government of China, and obtained the authorization of 187 verification items and 78 calibration/test items. It is unique provincial class legal metrological verification institution in Yunnan province, authorized by General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China.
YIMT has successively undertaken 15 important national and provincial class research projects, gained 12 awards of national and provincial class technology progress. Among them 0.01 class single phase standard power meter, 0.02 class three phase standard power meter and 0.01-0.05 class three meter (ammeter, voltmeter and power meter) calibration device come up to advanced nation standard. The “electric energy test and control application for strong power commutate system” project have already past the expert's argument organized by national science and technology department, and acquiring the national research funds of RMB 1,500,000 Yuan. It will have broad application prospects towards saving energy, increasing mineral resources utilization and decreasing environment pollution in electric metallurgy and electric chemistry industry.
The main mission and task of YIMT is:
1. be responsible for establishing with keep the Yunnan province highest measurement standard and varies class measurement standard of public to insure unification of measurement unit system and accuracy of value of a quantity in Yunnan province.
2. Undertaken transfer of value of a quantity, metrological verification, calibration and test in Yunnan local area.
3. Engaged in the research and development of measurement standard instruments, intelligence measurement instruments and equipments of on-line test and control.
4. Taken the research for the technology of metrology and test, and the method of analyze and test.
5. Accept entrustment of the government metrology administrative dept. to examine new measurement prototype and to take first verification and arbitrate verification for import measurement instruments.
6. Accept the entrustment of the government metrology administrative dept. to examine the highest measurement standard established by Yunnan provincial enterprise and institution.
7. Serve for the technical consultation about metrological verification, calibration, test and relevant law, training of profession technical personnel etc.
It is the guiding principles of quantity of YIMT to enhance the legal system idea, perfect verification and test system, insure the data accurate and serve customer warmly.
It is the target of YIMT to build a metrology and test technique research center which is reliable, scientific, fair, efficient and satisfactory for Yunnan province.
