基本情况：
陕西省计量测试研究所始建于1958年，是陕西省人民政府计量行政部门依法设置的国家法定计量检定机构，也是国务院计量行政部门批准建立的西北国家计量测试中心的技术实体，同时是陕西省科学技术厅确定的全省重点基础科学研究机构。
该所的主要职责和任务是研究、建立和保存部分国家计量工作基准及西北地区和陕西省最高社会公用计量标准，确保西北地区法定计量单位制的统一和量值准确可靠；承担西北五省（区）跨地区的量值传递和溯源工作。
该所现有职工193人，其中专业技术人员150人，占77.7%；具有高级技术职称29人，占15%；中级职称79人，占40.9%；初级职称42人，占21.8%。大学文化程度92人，大专文化程度29人，硕士研究生3人。
该所位于西安市区，占地2.7公顷，总建筑面积22678m2，实验室面积9200m2，其中具有恒温恒湿、防尘、防震条件的实验室面积2000m2。计量标准、仪器设备原值1600万元。建立并保存了5项国家计量工作基准、76项西北地区国家最高社会公用计量标准、66项陕西省最高社会公用计量标准，涵盖了长度、温度、力学、电磁、无线电、声学、光学、化学、电离辐射和时间频率等十大计量领域，开展检定、校准/检测项目313项。为计量监督行政执法提供技术保证，同时向社会提供工程测试、产品开发和技术咨询服务，每年可向社会提供检定、校准和测试服务达8万多台件。
经陕西省质量技术监督局考核授权建立了陕西省计量器具产品质量监督检验站、陕西省眼镜产品质量监督检验站、陕西省安全技术防范工程检测中心、陕西省计算机网络质量监督检验站、陕西省出租车计价器检测中心和陕西省商品房面积公正计量站，陕西省第一计量器具样机试验站。也是国家质量监督检验检疫总局授权“煤气表”、“水表”计量器具新产品定型鉴定的单位。承担煤气表、水表、电能表、电子秤和弹簧度盘秤等50多种计量器具新产品的型式评价和样机试验以及部分非计量产品的质量监督检验任务。
该所近年来承担并完成上级下达的科研项目、国家标准和国家计量检定规程等78项，其中17项科研成果获省部级科技成果奖，23项科研成果获国家发明或实用新型专利。出版科技书籍29本，发表论文360篇，其中学报级和国际交流论文13篇。先后开发生产了“计算器摩擦力矩测试仪”、“矫顽力测试仪”、“陀螺负荷传感器”等产品荣获“国家级高新技术产品”称号。这些成果对促进国家和西北地区的计量事业的发展发挥了积极作用。
该所于2001年11月通过中国实验室国家认可委员会校准实验室认可；2002年12月通过国家质量监督检验检疫总局组织的法定计量检定机构授权复查换证。
陕西省计量测试研究所将加速科技体制改革的步伐，主动深入国民经济建设主战场，继续拓展计量检测业务领域，为促进陕西省和西北地区计量事业做出新的贡献。

Introduction:
Shanxi Institute of Measurement & Testing (SXMI) is found in 1958, it is a laboratory of legal verification affiliated to Shanxi People Government, also the laboratory of Northwest Metrology Center installed by Chinese State Department. Furthermore it is the emphases foundation science research laboratory affirmed by Shanxi Science & Technology Department
The major duty and task of SXMI is to research, establish and maintain primary measurement standard and the highest social public measurement standard of Shanxi province and northwest china insure the unit oneness and value veracity in northwest china carry out the dissemination of quantity value so as to keep the trace ability of quantity value in northwest china.
The staff is made up of 193 employees, 150 are professional technicians, occupy 77.7 percent; 29 employees with high-rank technical post, 79 with middle-rank technical post, 42 are elementary grade; respectively occupy 15, 40.9 and 21.8 percent. 92 employees are bachelors’ deguee, 29 are technological academy degree, 3 are postgraduate degree.
The institute is located in the downtown of xi’an city, with 2.7 hektare geographical area. 22678 square meters construction area and 9200 square meters laboratory area, The area of the laboratory with steady temperature and humidity, dustproof, quakeproof conditions is 2000 square meters. The original value of instruments and facilities is 1600 ten thousand yuan. The organization established and maintain 5 items national primary metrology standard, 76 items highest social public measurement standard of northwest china,66 items highest social public measurement standard of Shanxi province, including ten great metrology fields such as length, temperature, mechanics, electromagnetism, wireless, acoustics, phonics, chemistry, ionization radiation time and frequency etc. carry out 313 items verification, calibration/testing projects, provide technical guarantees for metrology supervision department and provide engineer testing, production exploitation, technical consultation service for consumers, above 8 ten thousand sets of instruments are serviced every year.
Affiliated to Shanxi Quality & Technology Supervision Bureau, the institute established the laboratories to supervise and inspect the quality of preventive engineering of safe technology, networks of computer, taximeters, measuring instruments, glasses products and etc. Besides be the shanxi first photo type testing and the impartiality floor space measuring laboratory , it is also responsible for the pattern evaluation of new type of “gas meter” and “water meter” accredited by National Quality & Technology Supervision Bureau, carry out pattern evaluation of measuring instruments and photo type testing for more than 50 kinds metrology instruments including “gas meter”, ”water meter” ,“electricity power meter”, ”electronic balance” , “spring disk-scale balance” etc and some un-measurement production .
In recent years, the institutes carry out and complete 78 items research projects, national standard and verification rules arranged by government. 17 items win the technology progress prize of Shanxi province. 23 items win the national patents by invitation or practical new type production. Publish 29 copies technological book and 360 copies studies, including 13 copies elected for international exchanging. Successively explore and produce“calculator caress moment measurement instrument”, “coercive force measurement instrument”, “peg-top load sensor” and so on, they are named “national highly-new technology production”, these fruits play an actively role in speeding the verification business of northwest and the whole country.
In Nov.2002, the institute is accredited by China National Accreditation Committee Laboratory (CNACL); In Dec.2002, after passing the assessing and callback every five year, get the legal certification issued by National Quality Supervision, inspection and Quarantine General Bureau.
Shanxi Institute of Measurement & Testing will accelerate its reformation step in technological system, keep up spread the working field, do more efforts to developing the verification business in northwest china.
